Service Objectives
People who live in the community, not receiving institutional services, of the following types: elderly people over 60 years old, people with disabilities, individuals and families with social needs, and caregivers of service users.
People aged 60 or above living in the community and not receiving institutional service; and assessed and recommended for Community Care Services or Residential Care Services under the Standardised Care Need Assessment Mechanism for Elderly Services; Carers of the service users of IHCS (Frail Cases).
In effective from 1 March 2014, people with severe physical disabilities could consider apply for the Home Care Service for Persons with Severe Disabilities.

Scopes of Service
Ordinary Cases: basic care, personal care, meal delivery, laundry service, general household/housekeeping service, child-minding, home-based day care service, escort, purchase and delivery, home environmental risk assessment, recommendations on home modifications and carer support service.
Frail Cases: care plans, basic and special nursing care, day care service, rehabilitation exercises, home environmental risk assessment, recommendations on home modifications, counselling, individual care, home-based day care service, home care and meal delivery, escort, 24-hour emergency support, respite and carer support service.
Elderly persons at least with mild impairment (HSMI) Cases:
Personal care, escort service, household cleaning service, elderly sitting, environment risk assessment and home modifications suggestions, purchase and delivery of daily necessities, general physical exercise, meal service, other services, e.g. carer support services, simple nursing care etc.
The scope and frequency of services will be designed by the IHCS Teams according to the needs of individual service users.
Fees and Application Procedures
Fees
Fees will be charged based on the charging criteria set out by the Social Welfare Department and depending on the financial affordability of service users.
Application Procedures
Bring proof of family income and fill out the application form in person at the center (please call to make an appointment); Referrals by the Social Welfare Department, non-governmental organizations such as elderly centres, medical social workers, community nurses and other departments by means of fill-in the designated application form and mail, fax or return it to the center for processing; Services must be reviewed and evaluated by the social worker of the center, and only those who meet the qualifications will be arranged to receive services if the applicant eligible; If the applicant meets the qualifications and the service quota is full, he or she will be placed on a waiting list for services.
Service users can approach respective Family Services Centres (FSCs) / Integrated Family Services Centres (IFSCs), Medical Social Services Units (MSSUs), District Elderly Community Centres (DECCs) and Neighbourhood Elderly Centres (NECs) / Social Centres for the Elderly (S/Es) for referrals and arrangement of Standardized Care Need Assessment for Elderly Services.
