Supported Employment Service (with On the Job Training Programme for People with Disabilities and After Care Service)

 

Service Hours:
Monday to Friday: 9:00 am – 5:00 pm
Saturday: 9:00 am – 1:00 pm

Service Objectives  

  • Supported Employment Service: to provide support for people with disabilities in employment and to allow them to work in an integrated open setting with necessary support service.

  • On the Job Training Programme for People with Disabilities: to enhance the employment of people with disabilities through proactive training; to provide wage subsidy to employers, so as to encourage them to offer job vacancies for people with disabilities to try out their work abilities.

  • After Care Service: to provide a three-year long follow-up and liaison service for people with disabilities who have been successfully employed through the On the Job Training Programme. Information, support and counselling will be provided if necessary for people with disabilities to keep staying in the employment market.

 Target Group  

  • Supported Employment Service: people aged 15 or above with moderate disablement (people with moderate mental handicap and people with mild mental handicap who could be benefited from this service) with working abilities lying between sheltered workshop and open employment, people with moderate disablement with good working abilities but who are unable to adjust to the competitive open job market in the absence of support, i.e. those people with severe physical, sensory, visceral or psychiatric disabilities.

  • On the Job Training Programme for People with Disabilities:people with disabilities aged 15 or above who are in need of employment training, job attachment, support and assistance to secure a job in the open market.

  • After Care Service: people who have successfully been employed in the open market through the Supported Employment Service or people who are member of the On the Job Training Programme for People with Disabilities.

Scopes of Service 

  • Supported Employment Service 

Employment Arrangement: provide job analysis, explore employment opportunities and arrange job placement such as job matching and so on. 

Support Service: evaluate cases and provide employment plan,  pre-employment and training on vocational skills, social skills  and communal living skills. Individual, family counselling and referrals are provided. Training on vocational skills with subsidy  is provided.

  • On the Job Training Programme for People with Disabilities

Job-related Training and Counselling: provide job-related training and counselling services for the disabled members get prepared for entering the open market.

Job Attachment: arrange job attachment for each member of the disabled. During the job attachment period, which is not more than three months, the disabled members who can fulfil the required attendance will have the job attachment allowance of HK$2,000 per month. 
Job Trial: employers can receive a wage subsidy equal to 50% of the actual wage paid to the disabled members with a ceiling of HK$4,000 per month, which is the lower, for maximum period of six months. 

Follow-up Service after Employment: provide a follow-up service to the disabled members who have been employed in the open market for not less than six months, so as to assist them in adapting into the employment and to help them keep staying in the open market.

  • After Care Service

Support Service: provide counselling service on emotion and supportive work for people with disabilities so that they can  face and handle difficulties encountered in the workplace.

Fees

  • Free of charge. 

  • Fees may be charged depending on individual activities.

Application Procedures

  • Apply through the Central Referral System for Rehabilitation Services of the Social Welfare Department.

  • Apply directly to the centre.

  Withdrawal Procedures

  • Apply to the centre.

  • After assessment, for people with disabilities who did not meet the requirements of getting employed in the open market, assistance will be provided in applying other appropriate services and withdrawal procedures will be arranged.

  • Disabled members who have been employed in the open market for 6 months, part-time employment (working less than 44 hours per week) with a monthly salary of HK$1,500 or above, full-time employment (working for 44 hours or more per week) with a monthly salary of HK$3,000 or above, and do not need any intensive support from the centre can apply for withdrawal from the service, but can still receive the After Care Service.
